this mostly consists of adding a slave server list

the only logical reason this was there was that it had a side effect,
and it seems really odd that it should, so let's remove it and see
what breaks.

assume drush is in the path, do not suggest /var/aegir/drush/drush.php but just 'drush'

that was a stupid mistake - break would just abort the whole queue...

we still need to fetch the sites directly, with no LIMIT so we can skip an arbitrary number of sites until we have our count

we explode the listing function into a while queue and ensure we count
sites only if their timestamp has been updated, otherwise there's the
potential (if the number of broken sites is higher than the number of
parallel cron jobs allowed) of always blocking over the same sites.

the latter is faster (no fork) and we can actually *know* if the HTTP
request succeeded and update the timestamp accordingly.

also reword the settings page accordingly, and add hints about how the
web-based one is faster if you have APC.

This reverts commit 3cda87bc.

This doesn't actually work as expected, it only runs one task per
dispatch. I'll try with Steven's daemonish dispatcher instead.
