<p>Since helper 1.42, File::__construct() unconditionally calls \Drupal::service('cache.helper_file') whenever \Drupal::hasContainer() returns true. However, during the Drupal installation process, hasContainer() returns true even though the database is not yet set up. The cache.helper_file service uses the cache.backend.chainedfast backend which requires a database table, so attempting to load it at this point causes a fatal error.</p>
<p>Before 1.42, this was safe because the code checked whether the cache bin existed before loading it. That guard was removed, introducing this regression.</p>
<h4 id="summary-steps-reproduce">Steps to reproduce</h4>
<ol>
<li>Create an install profile that instantiates any class extending Drupal\helper\File\File (e.g. ComposerFile) inside hook_requirements().</li>
<li>Run the Drupal installer with that profile.</li>
<li>Observe a fatal error during the requirements check phase, before the installer finishes rendering the page.</li>
<li>When running as a FunctionalTest extending InstallerTestBase, the symptom surfaces as: Behat\Mink\Exception\ElementNotFoundException: Button with id|name|label|value "Save and continue" not found.</li>

<p>In File.php, add a check for InstallerKernel::installationAttempted() alongside the existing hasContainer() guard:</p>
