Do not run 'Check Temporary Changes' in scheduled pipelines

The daily scheduled job to run 'Check Versions' also add the 'Check temporary changes' - see https://git.drupalcode.org/project/gitlab_templates/-/pipelines/740493

The job is manual, so it never gets run, but there is no point in even adding it to the pipeline in every daily scheduled job, as this is done as part of the MR and commit process.

The rules for this job can be improved to avoid this
