Update core branches ready for Drupal 11.1.0/10.4.0
Problem/Motivation
Modules are still testing against 11.0.x by default, a bit late but it would have been good to switch the default to 11.1.x for the release candidate. Final release will be this week, probably on Friday.
Steps to reproduce
Proposed resolution
Switch the default branch to the next minor version when it reaches beta, so that any problems introduced for contrib modules are discovered by gitlab and not real sites, with time to fix either core or the contrib module prior to the stable core release.
