D7 drush failing drupal install
Problem/Motivation
https://git.drupalcode.org/project/scanner/-/jobs/1394764 fails in the drupal install with a PHP error related to drush:
PHP Fatal error: Array and string offset access syntax with curly braces is no longer supported in /builds/project/scanner/vendor/drush/drush/includes/command.inc on line 860
This error is present on 8.3.2 but not in 8.3.3, so we would try to bump the version a bit.
The above happened with a pipeline using PHP 8.1, but in this other one using PHP 5.6 (https://git.drupalcode.org/project/api/-/jobs/1394923), the drush version is 8.4.12.
Proposed resolution
Require at least 8.3.3
