Problem/Motivation

The Scanner pipelines are currently failing with this error:

Uploading artifacts as "archive" to coordinator... 413 Request Entity Too Large

This has happened on a number of pipelines for the same task where I'm trying to sort out the gitlab-ci integration for this branch: #3440527: Add Gitlab CI template file [D7] Efforts to fix the ability to load the correct release of Devel have been sidelined by this problem.
