[D7] Test dependencies are not automatically brought

Problem/Motivation

Metatag module is trying to add GitLab CI to the different versions of the module. D10 went well, D7 not so much.

The output comes from https://git.drupalcode.org/project/drupal/-/blob/7.x/scripts/run-tests.sh?ref_type=heads#L604

Proposed resolution

Investigate what's happening here and suggest a fix.
