Block 'display title' slider (and other sliders) affected by new update

<p>Thanks for a great theme.<br>
I updated to 8.x-3.0-alpha29 tonight and found that sliders weren't working anymore.<br>
For instance: go to Administration > Structure > Block layout > Configure block<br>
The slider next to 'Display title' does not respond (can't turn it off when it's on and vice versa)</p>
<p>When I rolled back to 8.x-3.0-alpha28 the problem went away.</p>
