Custom CSS without subtheme

<p>I am familiar with creating custom sub-themes and I guess that's the way to go. However, like in this case, where like 98% is already fine and I only want to add/change a few properties, a complete sub-theme seems overkill.</p>
<p>With the Adminimal Theme (which is an advanced version of Seven admin theme) the admin gets an option to add custom css which will be located in public://adminimal-custom.css - this way updates of Adminimal Theme preserve my custom CSS and an extra sub-theme is not required.</p>
<p>Would you reckon to have a similar option being available for Gin?</p>
