User registration block limited to Anonymous users

<p>If I want to render this block for authenticated users, I would need to remove this check and set the check on the Block settings, which seems more logical.</p>

<p>I was only able to get the User Register block to show up by removing the isAnonymous check and setting the permission on the block. </p>
