Document why FacetBlock should keep max-age=0, how using BigPipe is the solution, and how this will be difficult to optimize further.

Removed no-op \Drupal\facets\Plugin\Block\FacetBlock::blockSubmit(), which merely called the parent implementation.

Code clean-up of FacetBlock and FacetBlockDeriver: coding standards, dependency injection, consistent comments.

Add 'configure' key to *.info.yml file, so that a 'Configure' link is available on the module listing page.
