Send performance data to Tag1

This lets us basically ignore new failures in favor of keeping our iteration quick.</li> <li>On the <em>scheduled</em> performance test, we send performance data to Tag1's Open Telemetry collector so that we can track performance, and regressions therein, over time.</li> </ul> <p>I'm on board with this. It is also a very generous gesture for Tag1 to collect this data and watch over our performance to the extent that they're able. So long as we don't get <em>blocked</em> by performance regressions, we're good.</p>
