Rather than having this be its own site template, it should be a foundational recipe that instead can be selected as a blank slate <em>instead</em> of a site template.</p> <p>This can then serve as the foundation for all XB site templates, if they want, and means we don't have to replicate that configuration across multiple templates.</p>
