- Patch #26249 by crunchywelch, Junyor: use upload_tmp_dir as default temporary directory.  Fixed file problems on Windows NT systems.

- Patch #35596 by ccourtne: form API change introduced input format fieldset even when only 1 input format

   * xmlrpc_value_calculate_type() fails for empty arrays
   * PHPDoc for xmlrpc_value_calculate_type()
   * use is_*() instead of gettype() as advised in the PHP manual (and document this)
   * coding style

- Emit charset for blogapi RSD

- Created separate upgrade instructions.  Will hopefully make it easier to spot upgrade isntructions.
