<p>I’ve tried to update the documentation to reflect the statements and actions of project moderators however a D.O. user continues to roll back the changes and when questioned does not provide any specific objections.</p>
<p> Documentation currently states </p>
<pre>If a project is covered by <strong>Drupal's security advisory policy</strong>, you must have permission to opt into security advisory coverage, or your offer must be approved by the project's owner.<br>to</pre><p>However per a project ownership queue admin no such policy exists and project ownership admins may transfer projects at their discretion.</p>
<h3 id="summary-proposed-resolution">Proposed resolution</h3>
<p>I suggest it be updated to read </p>
<p><code>If a project is covered by <strong>Drupal's security advisory policy</strong> project moderators may at their discretion add as owner, maintainer, or co-maintainer a person who cannot opt projects into security coverage.</code> </p>
<p>This would make it more clear that those without the permission may be granted ownership and that it is a moderators choice to approve/reject the application rather than a blanket prohibition.</p>
<h3 id="summary-remaining-tasks">Remaining tasks</h3>
<p><del>Consider if sentence following needs adjustment as “Will not” reportedly means “at the free will of” and not “does not occur” or “shall not” </del></p>
