Reported by: [salvis](https://www.drupal.org/user/82964)

Currently, all open forms (in other browser tabs) become unusable, if we switch to another user, even if we switch back before trying to resume using a form. This behavior is intentional if you log out and log in again, but not when switching users.

In https://git.drupalcode.org/project/devel/-/work_items/881796 I introduced an unconditional call to drupal_session_regenerate(), and this is what's causing the problem.

This patch calls drupal_session_regenerate() only when switching from anonymous to authenticated, and AFAICS this allows using forms beyond user switches:

However, when switching from anonymous to authenticated, the session is lost. I've tried just assigning
$user = drupal_anonymous_user()
instead of calling
session_destroy()
, which seems to work, and then I can log back in using
drupal_session_start()
, but the form_token is still lost:

Is there a way to preserve the session (or the form_token) across switches to anon and back?
