Issue #3267981 Fixed compatibility issues with Commerce 2.28+

The change introduced in Commerce 2.28 is backwards breaking. The
changes that we have to do here won't work for previous version of
Commerce and we therefore have to bump up the Commerce requirements to
2.28+, and update the Core requirements accordingly.
