Detect and refuse invalid/lying block plugins (with invalid default configuration), instead of allowing them to crash Canvas

See the attached screenshots below.</p> <p>I created the ticket for the Social Media block, regarding its compatibility (see: <a href="https://www.drupal.org/project/canvas/issues/3578295">https://www.drupal.org/project/canvas/issues/3578295</a>). You can install that version of the social media block and enable the module to confirm the existence of the issue. That ticket was closed because fixing the block module is a responsibility of that project but I think that the ticket was closed without consideration to the impact that it has on the Canvas project: an incompatible module breaks Canvas.</p> <h3 id="proposed-resolution">Proposed resolution</h3> <p>The Canvas Components library listing should not break when an incompatible component is enabled on the site. Instead, the component should be listed but disabled, or the component should not be listed.
