Issue #3269222 by gausarts: Move more settings into BlazySettings for sanity. 

- Fixed for blur attributes regressions.
- Changed BlazyOEmbed::build() arguments to DRY at sub-modules.
- Moved basic image-related methods int BlazyImage.php for sanity.
