Issue #3269222 by gausarts: Move more settings into BlazySettings and classes into folders. 

- Removed known and safe redundant defaults unless optional.
- Fixed for BC with too early removal of old settings, hence <code>delta</code>.
- Fixed for the expected grid workflow being by-passed like seen at Slick/ Splide UI grids of skins, etc.
