@ingroup @{ @} with classes should only include the class, not its members

The title may be confusing, but here's the issue.

In files such as includes/database/query.inc, we have at the top:

/**
 * @ingroup database
 * @{
 */

so that the classes within should appear on the Database topic page
http://api.scratch.drupal.org/api/drupal/includes--database--database.inc/group/database/7
(the link is to the "scratch" API site, since the real API site is not showing classes at all yet).

The problem is that @ingroup @{ @} causes everything within the file to be included in the group -- i.e., not only the classes, but their methods, member variables, etc.

Instead, it would be preferable if that topic page only listed the classes. The way to fix this is to put @ingroup database on each class/interface in the file, rather than using the @ingroup @{ @} syntax.

We need to patch several files in core to do this. We also need to add a note to http://drupal.org/node/1354 in the groups/topics section to make this feature clearer.
