Problem/Motivation

Log error: "Missing text format: basic_html."

Steps to reproduce

Install a site with the profile "minimal".
Go to 'API Projects' or 'API Branches' pages.

Proposed resolution

Remove format: basic_html from No results behavior of Views 'API Projects' and 'API Branches'.
