Make a projects listing page

It would be useful to have a page listing all the projects on an API site. This would be generated the same as the lists at the bottom of listing pages and/or the default project home page.

Speaking of which, are those lists in alphabetical order by whatever is displayed in the link title? They should be, as should this page.

Suggested URL would be /projects or /project-list or /list-projects. I think the first is most consistent with other API module URLs.
