Allow scanning of code within hidden paths

In the `parser.inc` file around line 1034 there is a line in the `api_scan_directories` function:

  if (strpos($path, '/.') !== FALSE) {
    continue;
  }
  
?>

This looks for a directory that has a '.' at the start in any part of the path. This means that API module won't scan hidden folders, great, but it also means it won't scan normal folders within hidden paths, even if the hidden path was part of the directory API module was asked to scan.

Could we either handle this better or allow an option to scan hidden files?

Patch attached that just removes the check for hidden folders.
