Establish Resource Planning and Tracking Process for AI Initiative Sponsors

<h2>Description</h2>
<p>To ensure effective sprint planning and clear accountability for resource commitments, we want to define a clear process for sponsors to communicate their availability and establish a way to track whether these commitments are fulfilled.</p>
<p>The Drupal AI Initiative has sponsors (the AI Makers) with different levels of commitment. These sponsors are expected to contribute to issues tagged with <a href="https://www.drupal.org/project/issues/search?text=&assigned=&submitted=&project_issue_followers=&issue_tags_op=%3D&issue_tags=AI+Initiative+Sprint">AI Initiative Sprint</a>.</p>
<p>These issues are prepared by the leads of the AI Innovation, AI Product, and AI Marketing teams.</p>
<p>To maximize the impact of sponsor contributions, we need a structured way for sponsors to report their available capacity, so team leads can allocate work effectively and follow up on commitments. We also need a transparent way to measure whether contributions meet the agreed-upon commitments.</p>
<h2>Tasks</h2>
<ul>
<li>Document the official communication channels and cadence sponsors should use to report available resources before each sprint.</li>
<li>Create and communicate a standardized format for resource reporting (e.g. hours per sprint, specific skill sets).</li>
<li>Develop a mechanism to track contributions, document it, and make it available to sponsors.</li>
<li>Establish a feedback mechanism to inform sponsors whether they are meeting their contribution commitments.</li>
<li>Define a clear and transparent way to measure if contributions fulfill the agreed commitments.</li>

<h2>Acceptance criteria</h2>
<ul>
<li>As a <strong>Drupal AI Initiative Sponsor</strong>, I clearly understand how and when to report my available resources for the upcoming sprint.</li>
<li>As a <strong>Team Lead</strong>, I can easily see the total pool of available resources to plan work for "AI Initiative Sprint" issues.</li>
<li>As a member of the <strong>AI Initiative Leadership Team</strong>, I can verify sponsor contributions, measure whether commitments are fulfilled, and communicate feedback accordingly.</li>
