Give d.o editors the ability to embed YouTube videos

<h3 id="summary-problem-motivation">Problem/Motivation</h3>
<p>As part of the AI Marketing Initiative we are always looking at ways to create engaging content. At the moment we don't have the ability to add embedded YouTube videos. We've put together a curated list of AI videos on the 'AI TV' page at <a href="https://new.drupal.org/ai/tv">https://new.drupal.org/ai/tv</a> </p>
<p>Having to link off to watch those videos does not create engaging content (and gives visitors a very poor impression of Drupal's capabilities as a CMS).</p>

<h3 id="summary-proposed-resolution">Proposed resolution</h3>
<p>Give (some) editors the ability to include YouTube videos directly within content. I don't know the available roles and I appreciate you might not want to give this ability to everybody. I can see there's a video embed at <a href="https://new.drupal.org/ai">https://new.drupal.org/ai</a> but this might have been somebody with 'Full HTML' access.</p>
