First alpha release of AI Decoupled.

Exposes Drupal's AI chat processors (agents, assistants, and a built-in
direct provider pass-through) as configurable HTTP endpoints for
decoupled front-ends.

- Config entity per endpoint: executor, allowed roles, streaming,
  rate limiting.
- Token-based auth only on state-changing routes (no CSRF token
  required by the client).
- Real SSE streaming where the resolved processor supports it,
  with automatic JSON fallback otherwise.
- Three independent access gates: global permission, endpoint role,
  processor access() check.
- Stable JSON error envelope across all failure modes.

Alpha: API and config schema may still change before 1.0.0.
