Move CCC routes to higher level to be more similar to admin/content

<p>In order to surface CCC to the right users, we can't easily nest it under: </p>
<p>admin/config/ai/context</p>
<p>Or, at least, note the context item part.</p>
<h3 id="summary-proposed-resolution">Proposed resolution</h3>
<p>For now, let's move all of it up near the top level:</p>
<p>admin/ai/context/...</p>
<p>This could establish a pattern of non-technical AI features having a space under admin/ai and context is just one of these</p>
<p>Also, we might split the functionality in the future, so non-technical features are at the top level, and the technical configuration goes back to under: admin/config/ai/context</p>

<p>The code associated with this issue was developed with the use of AI tools.</p>
<p>A human worked with the AI tool to:</p>
<ul>
<li>Define the requirements</li>
<li>Spec out the plan and architecture</li>
<li>Create the code</li>
</ul>
<p>The human:</p>
<ul>
<li>Reviewed the code</li>
<li>Manually tested the functionality</li>
<li>Requested adjustments from AI</li>
<li>Adjust the code themselves when necessary</li>
</ul>
<p>Issue credit is still relevant for the human working with AI as they are using AI as a tool and not to do everything for them. It takes human expertise and oversight to use AI to solve these issues efficiently and effectively.</p>
